IOP - 200 MW RENTAL FACILITY

INVITATION OF PROPOSALS FOR 200 MW RENTAL POWER FACILITY AT LUDEWALA, SARGODHA (PAKISTAN)

  1. Pakistan Electric Power Company (Pvt) Limited (PEPCO) has been mandated by the Government of Pakistan (GOP) for the implementation and management of the reforms and restructuring of Pakistan's Power Sector comprising 14 Entities (9 DISCOs, 4 GENCOs and NTDC) covering the entire geographical area of Pakistan except Karachi. This is one of the largest economic sector of the Nation with annual revenue exceeding US$ 5 billion. The GOP has authorized PEPCO to implement new power generation projects up to 2000 MW on fast track through GENCOs in public sector and rental plants in private sector to bridge the demand and supply gap in 2008.

  2. The cope with the increasing power demand of the country on emergent and fast track basis, Pakistan Electric Power Company (PEPCO) on behalf of Northern Power Generation  Company Limited (NPGCL) invites Bids on competitive bidding basis from bonafide Pakistani or international Firms of repute and experience for providing around 200 MW (net) at Mean Site Conditions RFO fired Rental Power Facility to be located at Ludewala, Sargodha, Pakistan quoting lump sum Rental Charges (in US Dollars), Rental Rate (in US Cents/kWh), reference Fuel Cost Component (in Rs./kWh.) on net delivered energy, Guaranteed Electrical Output (in MW) net at Mean Site Conditions and Guaranteed Availability.

  3. BIDDER'S ELIGIBILITY: Net worth of the Company should not be less than US$20 million, (audited account statements of last three years needs to be attached with the Bid). Bidder having exposure of more than 500 MW Rental Power Plants in Pakistan, including this advertisement project is not eligible to bid.

  4. BID SUBMISSION & CONDITIONS: Bids addressed and delivered to the office of General Manager, WAPDA Power Privatization Organization (WPPO), 325-WAPDA House, Lahore (Pakistan) on or before 10:00 hrs on 10 June 2008. The office of General Manager (WPPO) shall act as coordinating / facilitating agency, while the Rental Services Contract will be executed between NPGCL (Buyer) and the Company (Seller). Sealed Bids will be opened at 1100 hours on the same day in the presence of Company's representatives valid for 90 days from the data of Bid opening. Bids shall be accompanied by acceptable Bid Security of US Dollars one million or equivalent in Pak Rupees. Rental Term/Period. 36 months. Minimum Availability of Equipment 85% on RFO fuel (on annual basis). Minimum Efficiency of Equipment 30% (net) on base load operation. In case of bid for reciprocating engines, the Capacity of offered units should not be less than 10 MW. Bidders may visit the site at 220kv Ludewala Grid Station to submit a realistic Bid. NPGCL however, intends to convene a Pre-bid conference, at a date to be intimated later.

  5. AVAILABILITY OF BIDDING DOCUMENTS: A complete set of Bidding Documents including instructions to Bidders, Bid & Schedules, Conditions of Contract Standard Forms and Special Provisions together with location map, system parameters, etc, are available in the office of General Manager, (WAPDA) WAPDA, WAPDA House, Lahore and can be collected through an application on company's letter head , or Authority letter from the principals upon payment of Rupees 10,000/- through Bank Draft in favor of Pakistan Electric Power Company (PEPCO) 723-WAPDA House, Lahore. The Bidding Documents will be available from 2 May 2008 for issuance. Prospective Bidders are encouraged to purchase the Bidding Documents at the earliest in their own interest to enable them to understand the requirements to prepare competitive Bids.

  6. EVALUATION CRITERIA: Bids will be evaluated on Total Tariff basis. Total Tariff in US Cents / kWh will be worked out by adding reference Fuel Cost Component (converted to US Cents/kWh at conversion rate of one US Dollar equal to sixty two rupees) multiplied by 1.2 and Rental Rate in US Cents/kWh for comparison purpose. No indexation in Rental Charges will be provided. Fuel Cost Component will be paid in Pak, Rupees, Reference fuel price is taken as Rs. 33, 250/- per metric for (including transpiration charges and excluding GST) Fuel Cost Component will be adjusted for change in reference fuel price and it will be passed through to NPGCL. Mode of Payment for lump sum Rental Charges (excluding Down Payment) shall be the letter of Credit.

  7. DATE COMMISSIONING: The Target Completion period shall not be later than 165 days from the latest of the date of Down Payment, handling over the site and establishment of letter of credit,  in case Seller  actually achieves the Commercial Operations Date as per Contact provisions before Target Commercial Operations Date, the Seller will be entitled to receive bonus for early completion to the same manner as penalties imposed by the Buyer on failure to meet Target COD.

  8. BIDDER'S RESPONSIBILITY:  Bidder would be responsible for supply, transportation to Site, erection, installation, commissioning and latter decommissioning of rental Equipment  at Site. Operation and maintenance of the Equipment will be Bidder's responsibility for trouble fee base load supply of electricity. Bidder would be responsible for arrangement of RFO, maintaining its inventory of 10 Days at full load operation , RFO storage and handling facilities. Bidder scope of work would be also include metalling approximately two km long Kacha approach road to Site from main road and widening approximately existing one and a half (1.5) km long stretch  of metalled road. Bidders are required to submit bids in strict accordance with the requirements of bidding documents. In case Bidder submits more than one option only the first option will be considered for evaluation and any alternative option shall not be considered. Bids not meeting the minimum technical requirements will be rejected. PEPCO reserves the right to accept or reject any Bid without assigning any reason. Website: www.wapda.gov.pk & www.ppra.org.pk
